Minutes from November 15, 2000 Coalition Meeting
Attendees: Nordulf Debye, Susan Fothergill, Bill Bridgeland, Renae Olver, Jeff Barbers, and Charlie Conklin.

Purpose: To determine the means for the Coalition to carry out its mission and goals, as suggested by the working committee. Below is what transpired at the meeting (*plus some comments added after the meeting)

It was agreed that the Coalition would best serve the community, in the broad sense, by providing a clearinghouse where information could be shared and disseminated among the various organizations in the watershed. This clearinghouse would take the form, initially, of restructuring the web-based system that is at the current Towson University web site (www.towson.edu/gwc).

The site would include:
  1. A listserv separate from main web site, that "member" organizations (include hot links if available) could subscribe (initially closed to member organizations only, then possibly open up to individuals), (* - Jeff - Create possibility to search by topics as used by the National Gardening Assoc. web site www.garden.org)
  2. A list of all of the organizations and groups within the watershed (our current list with contacts/mission - we have some of these in response to the 1999 conference),
  3. Appropriate links to pertinent sites, (*- Jeff - Categorize links by subject. Eg, Link to MDP and BMC under land use, SOS, DNR & DEPRM under stream monitoring)
  4. Calendar of events of a general nature,
  5. Include emergency numbers, (* Jeff - something valued by City DPW to aid in resolution of pollution problems)
  6. Current information that the "Site working group" deems important to remain on the site,
  7. School stream monitoring data along with the SOS data currently on the site (Refer to Chester River Assoc/Centreville MS model),
  8. Gunpowder Conference proceedings with pictures (do we have original pictures?),
  9. State of the watershed information - either links to MDE/DEPRM/DNR
  10. (*Mare - Counters to track users)

Re: Membership

It was decided that membership would be open to all groups/organizations (no membership limit) that fit within the mission of the Coalition, the key word being STEWARDSHIP. Next Steps Identified -
  1. Determine TU's capability/willingness to develop the listserve - Nordulf
  2. Identify an intern at TU who would be the web master working under a Coalition advisor or committee - Nordulf (NOTE - Mare has a person outside of TU who would possibly be willing to be the web master or advisor - mtg set for 12/6, 5:30 PM - If anybody is interested, contact Mare)
  3. Identify the Coalition "Site Working Group" (currently Nordulf, Allan, Brett of SOS, Charlie) and person who would interface with the TU intern - Charlie
  4. Develop rules for the listserve, to possibly include activities/organization's official business, designated person or contact, no attachments, restriction on length of message, format/subject criteria of the messages (clear subject headings) - Bill, et.al.
  5. Solicit organizations, initially those who are currently listed as members, to be participants on the listserve, what do they want to offer and what do they want to receive.- Mare
  6. Sub-group to offer opinions of the current site (www.towson.edu/gwc) - all
  7. View other watershed organizations' web sites - Chester River Monitoring (www.qacps.k12.md.us/cms/sci/MONCHEST.HTM) or the York River web site to view the state of the watershed report (www.Yorkwatershed.org) - "Site Working Group" plus National Gardening Assoc. web site (www.garden.org)
  8. Develop some information to be available at the 1/17 Gunpowder Watershed Project meeting. - Charlie
