AT 7 PM at the Sherwood House in Cromwell Valley Park.
(The agenda will revolve around the Workgroup tasks below)
1. Introductions: Charlie introduced Mare Cromwell who will be a paid staff person to coordinate the Conference logistics. Mare has extensive experience in establishing stream monitoring and educational programs.
2. Conference Agenda: Charlie received a memo from Bill Stack suggesting that there be a panel discussion of development. Panel participants would include a representative of the Homebuilders Association, Baltimore County Planning Department, and a watershed group on sustainable development, such as Tom Schueler from the Center for Watershed Protection. A moderator would define ësustainable developmentí and the panelists would suggest specific actions which the audience could take. Charlie reported that he had spoken with Rich Pais, an environmental consultant for the MD Homebuilders, about participating. Anneke recommended Martin Azola, a redeveloper, be considered for the panel.
3. Small Group Discussions: To offer an alternative
to the panel discussion, Anne and Elysabeth proposed a different structure
for the afternoon session. Anne distributed a handout describing
the ìSmall Group Discussionî approach. She feels that, through her
experience, this would be much more active for the conference participants
and would foster a greater sense to excite their imaginations. Through
sharing past experiences, people are motivated toward participation and
development of a consensus. Anneke suggested including people from
the regulatory agencies who can discuss their frustrations in communicating
environmental work. Anne suggested contacting Rich Claytor of the
Center for Watershed Protection to get some names of developers who might
be willing to participate.
The two varying approaches for the afternoon session
were discussed (Panel or Small Group Discussion) and it was agreed to try
and combine the two approaches. It was suggested that, if available,
Drew Schmidt Perkins of 1000 Friends, would be a good person to stimulate
the participants. pursue. The draft agenda is copied below to include the
panel discussion and the work sessions.
4. Presenters: Bill Stack will contact Reds Wohlman. Elysabeth will contact Denny Hall to confirm his participation. Rich Eskin (MDE) and/or Steve Steward (Baltimore County DEPRM) will present the Gunpowder Project. The program overview could be presented by either Steve Stewart or Don Outen. A Master of Ceremonies was discussed. Anne suggested having people who know the presenters introduce them. Charlie will introduce the conference. A wrap-up coordinator will be decided later. Anne will introduce the work sessions in the afternoon.
5. Poster Sessions: A handout was distributed with the organizational names of poster session participants and the conference planners who will be responsible for making the contacts as noted under the workgroup assignments below.
6. Budgetary Issues: The issue of whether there should be a charge for the conference was discussed. Anne suggested that there should be a charge. It was agreed that the charge to register would be $15. Invited students with an ID would be free. Mare will work with Sue to identify and contact in-kind contributors to the conference, and will develop draft budget to include professional services, contractors, etc.
7. Conference Attendees: All the people who
received a survey will be invited, essentially the community, environmental,
agricultural, and business groups. Jeanne
will get the private schools involved also. Renee, Sue, Loren, Jo
and Charlie have volunteered to contact the priority
organizations as identified by
Balt. Co. Planning & Zoning.
8. Next Steps and Working Groups: Working groups were formed and assigned to work in the following areas:
